BASA-press, Jan 28, 2012 – The National Council for Participation, an advisory group, composed of 30 representatives of non-governmental organizations, which aims at developing and promoting strategic partnership between the public authorities, civil society and the private sector to strengthen participatory democracy in the Republic of Moldova, support the position of a number of civil society members on the political situation in Moldova.
According to the National Council for Participation, the complicated political situation does not in any way contribute to the promotion of reforms promised by the ruling Alliance, and for which the voters gave their vote of confidence in July 2009 and November 2010. As the National Council for Participation claims, this credit is exhausted, the Alliance's popularity is diminishing, and continued pressing issues complicate daily life, quite hard, of people.
“Trenarea reformelor în justiţie, nivelul înalt al corupţiei, mediul antreprenorial neprietenos periclitează parcursul european al ţării, susţinerea populară pentru integrarea în UE. Nealegerea şefului statului, obligaţiune de bază a Parlamentului, este percepută de alegători ca un eşec fundamental al forului legislative”, se spune în textul Declaraţiei.
"Delayed reforms in the judiciary, the high level of corruption, the unfriendly business environment jeopardise the European path of the country, the people's support for European integration. Failure to elect the President, the basic obligation of the Parliament, is perceived by voters as a fundamental failure of the Legislature", the NCP statement reads.

To overcome the current crisis the National Council for Participation demands the Alliance for European Integration to immediate resume negotiations for the election of the President, to seek a politically unaffiliated candidate in a broad consultative process, and his/her election by the Parliament, to establish a broad participatory platforms for the preparation of principles and the text of the constitutional amendments to the Constitution of the Republic of Moldova, to change the Constitution in Parliament through constitutional procedures provided for that purpose and to continue vital reforms necessary to guarantee the country's democratic progress.
